Communications and Engagement Strategy 2026–2029
Circular Head Council wants our communication and engagement to be clear, open, accessible and useful – and to make it easier for our community to understand what Council is doing, why decisions are made and how people can have a say.
Our strategy sets out how we will work towards this over the next three years.
How we developed the Strategy
Earlier in 2026, we asked our community, Council staff and stakeholders about their experiences of Council communication and engagement and what we could do better.
Consultation included online and paper surveys as well as community, stakeholder and staff conversations.
We heard that people want Council to:
- provide clear, honest and timely information
- explain why decisions are being made and what happens next
- be open early, even when we don't have all the answers yet
- make it easier to understand how Council works and how people can participate
- use a mix of communication methods, recognising that not everyone accesses information in the same way.
This feedback directly informed the Strategy and the actions within it.
Putting the Strategy into action
The Strategy isn't intended to sit on a shelf. We're already starting to change the way we communicate and engage based on what people told us.
You may have noticed us providing more background to Council decisions, explaining Council processes, sharing more information about works and projects, and creating more opportunities for people to understand what's happening before decisions are made.
We'll keep learning and adjusting as we go – and we welcome feedback on what is working and what we could do better.
